Heaven gained an incredible man on July 7, 2025. Charles (Chuck) Edward Foley, ‘Red’ was born August 8, 1936, to Mary and John Foley in Ardoch, North Dakota. He was one of three boys. He moved to Grand Forks North Dakota and met his future wife in 1958, Margaret ‘Peg’ Kouba, while each of them were attendants in their friend’s wedding. They were married on September 3, 1959, and remained in Grand Forks until moving to Fargo in 1969. Four of their five children were born in Grand Forks while the fifth was born in Fargo.
He attended Bismarck State for a while, pursuing engineering until a job with the North Dakota Department of Transportation took him to Grand Forks. There he worked as an assistant civil engineer until he was recruited to help start a company called Border States Paving. He was a dedicated employee and stayed there for the remaining 47 years of his career as a project manager. ‘Red’ was a legend in the fact that even long after computer technology was up and running (and not going away) our dad still believed the job bids should be completed entirely by hand.
Chuck served in the Army National Guard Reserves for 27 years first as a Private First Class and retiring as Sergeant First Class. He will be buried next to his wife at the North Dakota Veterans Cemetery in Mandan, North Dakota. We are forever thankful for his unselfishness to serve and protect our freedoms. He was a member of the Eagles club, Knights of Columbus and was a devout catholic. He attended parochial schools and was reciting the rosary right up until the very last few days of life. He branched out by attending Northern Pines of Minnesota the last several years of his life…… An interdenominational family camp that he went to with several of his children, grandchildren, and great grandchildren.
Dad’s hobbies included bowling (in his earlier years), cards, watching wrestling matches live, and UFC. Undoubtedly his second favorite hobby was fishing. Anywhere. For anything. He was a trooper and would be out there, no matter the sun, wind, rain, or snow. The number and types of hats we found this week were ample proof. But the greatest joy that our dad had was any opportunity to be around his family! His last great adventure was three months ago to Minneapolis, in order to attend his granddaughter’s wedding shower. At 88! He gave his family everything, and more. He was the kindest, gentle soul and will leave a tremendous void. But his legacy is priceless and will go on forever.
He is survived by his children Colleen Sveum, Cathy Hamre, Chris (John) Niederer, Curt (Sheila) Foley and Clark Foley. His grandchildren include Amanda (Bret) Bentow, Colore (Chandra) Sveum, Carston Hamre, Zachary (Cameron) Niederer, Michael, (Ashley) Niederer, Madeline (Aaron Partridge) Niederer, Colton Foley, and five great grandchildren. He is preceded in death by his wife, Margaret Foley, parents John and Mary Foley, brothers, Joseph and Raymond.
We were blessed to have an incredible experience with HIA hospice in Fargo and wish to thank both them and Edgewood for taking such amazing care of our father. Memorials can go to either HIA Hospice or Northern Pines of Minnesota.
